prepare the gender mainstreaming concept for political, administrative,
and job market organizations in a practice-oriented, comprehensible,
and easily applicable form. Major working packages include: data
handbook, data coaching, planning tools, gender budgeting, monitoring,
evaluation.

'GENDER AND DATA'
COURSE
The implementation of equality measures always involves data handling:
in order to be able to determine the status quo, to provide convincing
arguments, or to define goals. In addition, data and indicators
are necessary when it comes to assessing progress in the gender
mainstreaming strategy.
Peripherie offers a three-day course teaching the basics of gender-sensitive
research, interpretation, analysis, and presentation of data. The
course focuses on practicability, especially catering for the participants'
needs.
The course has been designed as a follow-up project to the data
handbook and data coaching activities written and implemented as
part of the POP UP GEM scheme.

Peripherie is involved in the DP qd-gm - quality development in
gender mainstreaming, which improves the practical implementation
of gender mainstreaming by developing and testing quality characteristics
and working on structural and organisational change.

KLARA!
Network for equal pay and gender equality on the job market
Equal pay for the same job? For Austrian women, this is still an
illusion. Gender-specific income differences are still bitter reality
at the beginning of the 21st century. It is still a matter of fact
that women have lower incomes than men, across all sectors and occupations,
even when they have the same education and qualifications and the
same occupational status. In the EU, Austria is lagging far behind
in this respect. For various reasons, at various levels.
As part of the EU's EQUAL initiative, NGOs and government organizations
have formed the development partnership (DP) KLARA! Network for
equal pay and gender equality, with the aim of changing this situation.
In a common effort, they are building an Austria-wide network for
more income justice. Peripherie participates in focus groups concerning
equal pay and gender equality.

representative for the EQUAL project 'Social label for social integration
enterprises'
In Austria, social integration enterprises will be able to apply
for a recognised quality label as sign of distinction. The quality
criteria necessary for the awarding of this label are currently
being developed and tested in a pilot project. From 2005, all social
integration enterprises may apply for the quality label.
Mag.a Dr.in Doris Kapeller (Peripherie) has assumed the function
of gender mainstreaming representative within the development partnership.
This function comprises process guidance and assessment of the criteria
catalogue. This enables gender sensitivity both in the group process
and in the developed products.

Job market research
MOBISC
MOBISC - Mobility and progression in science careers was financed
by the DG Employment, social affairs and equal opportunities of
the European Commission under the 'Action programme concerning the
equality of women and men' (2001-2005), with a view to a better
understanding of factors influencing the careers and representation
of women on the high-qualifications science job market. The study
combines analyses from the UK, Portugal, Italy, Austria, and Greece
in a joint social and legal approach.

on job market segregation
EQUAL initiative: in a joint research module carried out in collaboration
with Joanneum Research, we are conducting a survey on job market
segregation. The results will serve as a basis for designing gender
mainstreaming options within Styria. The project involves the interpreting
of secondary statistics and the conducting of regional case studies.

POP UP GEM Gender-sensitive
regional analyses
Both women and men are concerned by measures of regional policy,
though in different ways. In the worst case, interventions at this
level could lead to the (re)production of inequality. On the other
hand, they may contribute to the promotion of equality between women
and men. Peripherie analyses the situation of women and men in areas
such as job market, education, and health and presents the results
in an understandable way, thereby supporting acting figures to introduce
an equality approach to their regional development schemes.

TOWARDS A CLOSING
OF THE GENDER GAP
In a case study involving three occupational groups, we analysed
gender-specific aspects of the payroll system, establishing a comparison
between the public and private sectors in the partner countries.
The study focused on gender-specifically relevant themes such as
in-company measures enhancing reconciliation between job and family,
in-company equality programmes, internal work organisation, working
hours, service contracts, and further training schemes. The results
were discussed at an international conference (November 2002 in
Oslo) among the project partners, and strategies for reducing the
gender pay gap were developed. More information at:

OBSERVATORIA
PERIPHERIE is a member of the reference group in the project
'Observatoria - Gender mainstreaming - a strategy for reducing income
differences'. Observatoria supports the establishing of regional
gender mainstreaming supervision bodies, the analysis of the impact
of measures in the field of income differences between women and
men, and the drafting of proposals to reduce income differences.

Social welfare
and employment promotion in Austria, Germany, and Denmark
An international cooperation project examined the local promotion
of employment in Aarhus (Denmark), Göttingen (Germany), and
Graz (Austria). The analysis focused on the situation of welfare
receivers and on the question of access to social welfare in the
three participating cities, with the aim of developing strategies
to reduce social exclusion of welfare receivers.

The development partnership Learn forever aims at finding
and implementing new approaches for the inclusion of inexperienced
women-learners in further training measures.
It focuses on the creation of an ideal environment for life-long
learning and promotes the acquisition of knowledge in information
and communication technologies.

LEARN FOR EVER
II
The development partnership Learn
forever II - life-long learning in the information age - ways
for women is a project of the Federal Ministry of Education, the
Arts and Culture, funded by the European Social Fund (target 2).
The models piloted and implemented by Learn forever I are tested
in other adult training institutions and contribute to the development
of tutors' skills. In addition, Learn forever II develops new services
for young women and women in precarious job fields.

POP UP GEM
The evaluation of gender mainstreaming courses and seminars offered
in Module 3 enable the on-going improvement and further development
of tuition for the implementation of gender mainstreaming in employment
policies.
Evaluation tools include written feedback questionnaires for participants,
using open and standardised assessment questions, as well as qualitative
interviews with selected probands in order to compare/complement
the quantitative evaluation results where the need arises.

Migration/integration
INTEGRATION of
MIGRANTS IN STYRIA. Intercultural exchange - further education
- self-aid
This project surveys and analyses the 'intercultural orientation'
of Styrian district commissions, psycho-social counselling services,
and relevant trainings for social professions. The resulting analysis
serves as a basis for designing further training measures (e.g.
handling difference and diversity) as well as events for different
target groups.
